True Pals Animal Welfare Society, Inc. is a Florida 501(c)(3) public charity formed on July 16th 2020, EIN: 85-3332322, and to date has been 100% volunteer-run.  All donations are tax deductible to the full extent of the law.

Leadership

Mark Koop – Co-Founder, Executive Director, President

Mark was born with the desire to protect and serve.  He is a decorated United States Marine Corps veteran with training and vocations in IT and Military Police, and has conducted operations across 4 continents, including Operation Iraqi Freedom.  In the private sector he has served in numerous management and executive roles and has extensive experience and breadth of knowledge serving government, corporate and private sector clients worldwide.  Mark’s greatest passions include family, instructing, coaching and assisting new generations to be the best they can be, as well as love for animals, nature and the outdoors.

Heather Spire – Director of the Board, Vice President, Secretary & Treasurer

Heather currently serves as CFO of Outdoor Income Partners, LLC. Previously she was President of Pervormance, LLC from 2007 until 2017. She has served on the Board of Directors for The Lancaster Early Education Center where she was a member of various committees and chaired their major fundraiser.  In addition, she was a board member for The Lancaster Museum of Art as well as currently a Director for The Seraph Foundation. She has served on numerous community projects and committees and in various roles.  

Annabel Lugo Hoffman – Director of the Board, Vice President

Annabel is passionate about advocating for and serving those who do not have a voice She is an attorney and over the last 30 years, has supported numerous causes that seek solutions to homelessness, food insecurity, foster care, and unequal access to education. She has a special interest in helping underprivileged children and animals. Annabel believes that if everyone would do their part in helping one person or one of Gods’ creatures, the world would be a better place for all of us.

David Hartmann, CSM – Director of the Board

David is Founder & CEO of The SilverLogic which architects platforms and innovative technology solutions for startups and enterprises in a variety of industries combining APIs and cutting-edge technologies, such as RPA, AR, IoT, and Blockchain. He has led his teams to multiple separate hackathon wins, including Bitcoin Miami, eMerge Americas, and money20/20. His mission is to streamline the process of bringing innovative ideas to life enabling more people to build amazing user experiences. Before becoming CEO of TSL, he worked as a senior software engineer on a variety of projects granting him a deep technical background and understanding.

Katrina (Barillova) Koop – Co-Founder, Director of the Board

Katrina’s expertise spans multiple disciplines and industries, including finance, media and technology.  She is a Goodwill Ambassador, a serial entrepreneur, an investor, a recognized branding and marketing expert and a passionate philanthropist.  She is a big believer in conservation, kind treatment and respect for all living things, each other and all our precious resources.  Katrina loves to get involved with charitable, impact and mission-driven organizations and projects where she serves in various capacities, but is also unafraid to roll up her sleeves and volunteer to clean up the poo at an animal shelter.
